Objectifs de l'événement

This e-learning course aims at strengthening knowledge and empowering parliamentarians and related advisor on the protection of sources and whistleblowers while simultaneously advancing anti-corruption efforts. Likewise, it aims at raising awareness on their pivotal role within civil servants, including policymakers and practitioners; civil society; academia; the private sector; National Human Rights Institutions; and International Organizations.

Corruption causes detrimental effects on the enjoyment of Human Rights while setting hurdles for their effective promotion and protection. It can trigger a domino effect on civil, political, economic, social, and cultural rights because of their universal, indivisible, interrelated, interdependent, and mutually reinforcing nature. Thus, it weaks the rule of law, good governance at all levels, and hampers transparent, effective, and accountable institutions, among other consequences.

In this regard, whistleblowers and other well sources of information can play a significant role by making public information that constitutes a threat or harm to the public interest. They can face threats and reprisals by the involved parties; the lack of adequate norms, mechanisms, policies, and other initiatives to protect them can worsen their situation by triggering cases without redress and accountability.

Face to this reality, parliaments are key actors due to their mandate. They play a crucial role in the promotion and protection of human rights through the adoption of laws and the public budget, as well as the oversight of Governments’ laws, policies, and the implementation of recommendations coming from the ratification of international treaties.

Mainstreaming knowledge about this topics a powerful tool for transforming the lives of individuals and societies. It pursues the change of discriminatory social institutions, laws, cultural norms, and community practices. Therefore, the creation of spaces and initiatives to raise awareness, such as this e-learning course, represent an opportunity to enhance capabilities towards a culture of learning.

As a contribution to this endeavor, the Global Organization of Parliamentarians Against Corruption (GOPAC) and the United Nations Institute for Training and Research (UNITAR) have brought together their expertise and practical knowledge to collaboratively develop the e-learning course on Parliaments protecting whistleblowers and other sources of information: Fostering transparency for the respect of Human Rights and Fundamental Freedoms.

Objectifs d'apprentissage

At the end of the course, participants will be able to:

  • Identify the nexus between combating corruption through the exercise of Human Rights, in particular the right to freedom of opinion and expression.
  • Understand the benefits and challenges coming from information unveiled by sources and whistleblowers to combat corruption.
  • Describe the role of parliaments in the protection of sources and whistleblowers.
  • Mention examples of national and international standards and initiatives on the protection of sources and whistleblowers.
  • Highlight core aspects for training parliamentarians in protecting sources and whistleblowers who combat corruption.

MODULE 1

Unscrambling the nexus between combating corruption through the exercise of Human Rights and Fundamental Freedoms

  • What is the role of parliaments in combating corruption for the protection of Human Rights and Fundamental Freedoms?
  • What is the impact of unveiled information by sources and whistleblowers?

 

MODULE 2

Close up to national and international standards and initiatives on the protection of sources and whistleblowers

  • What parliaments in different regions have done to protect sources and whistleblowers?
  • What are the common challenges faced by the legislative power to protect sources and whistleblowers?

 

MODULE 3

Fostering adequate conditions to prevent, protect as well as redress sources and whistleblowers

  • What are the core elements for drafting, enacting, and following up norms?
  • What is important when it comes to public policies and other initiatives by Parliaments?

 

MODULE 4

Strengthening skills for training parliamentarians in protecting sources and whistleblowers who combat corruption

  • How to raise awareness on the detrimental effects of corruption on Human Rights?
  • What are the steps for developing a successful training program on protecting sources and whistleblowers who combat corruption?
Méthodologie

The course is based on UNITAR’s sound adult learning pedagogical principles. Each module includes readings, self-assessment activities and quizzes. The learning activities are distributed in such a way to ensure the achievement of the learning objectives in a flexible manner.

Audience visée

The course is designed for supporting delegates of States and other relevant stakeholders working on anticorruption and whistleblower protection policies from developed and developing countries.

Informations supplémentaires

This online course is self-paced, designed for six weeks, but it does not have a deadline for completion. The organization of time is at the discretion of each participant.

A Certificate of Participation will be awarded to participants who complete all the mandatory activities in the interactive versions of the course. Additionally, a Certificate of Completion will be awarded to participants who achieve a minimum score of 75% on the final test.
