Free Face to face Briefing on Decision Intelligence: Choosing Under Uncertainty: Where AI Meets Diplomacy for Geneva-based Permanent Missions and UN Staff
Artificial intelligence is increasingly embedded in global governance processes, yet its role in diplomatic decision-making remains widely misunderstood. While major consultancies estimate that a significant share of AI initiatives fail to deliver meaningful value, the challenge often lies not in the technology itself, but in how decisions are framed and structured.
This briefing examines how artificial intelligence can support, rather than replace, human judgment in complex diplomatic environments. Drawing on the emerging discipline of Decision Intelligence, situated at the intersection of data, AI, and human reasoning, the session distinguishes clearly between prediction and choice. It demonstrates why improved forecasting does not automatically translate into better policy outcomes, particularly in contexts defined by uncertainty, political sensitivity, legitimacy, and accountability.
Unlike commercial sectors that deploy AI primarily to optimise speed, scale, and efficiency, diplomacy operates under normative and institutional constraints that require careful balancing of evidence, values, and responsibility. Through practical examples and structured analytical frameworks, the briefing will illustrate where AI can meaningfully enhance clarity of thought, strategic preparation, and scenario assessment, and where human responsibility must remain firmly in control.
The objective is not to promote smarter machines, but to enable better choices under conditions of uncertainty.
The training activity consists of a briefing session taking place in a face-to-face format in Geneva, Switzerland, from 2pm to 4:00pm. The training will take place at UN Palais de Nation in meeting room Concordia 4, located at building A.
All the accepted participants would need to proceed to the registration desk to obtain their badge, so it is advisable to arrive half an hour before the training starts.
The proposed training programme will be conducted in English.
UNITAR trainings are designed to be highly interactive and participatory. The briefing will utilize a variety of pedagogical tools to enable participants to acquire a thorough knowledge and understanding of the substantive issues at hand
The briefing is aimed at officials of Permanent Missions and personnel of International Organizations based in Geneva, Switzerland, for whom it is free of charge.
Insurance Waiver:
By applying to the Briefing on Decision Intelligence, all participants confirm that they are aware that the United Nations Institute for Training and Research (UNITAR) does not insure participants for this training. All participants are advised to arrange at their own expense insurance against sickness, accident, permanent or temporary disability, death and third party risk for the period of the activity, including travel time.
