Humankind is entering a new digital era. The impact of rapid technological and scientific advances on our lives is so great that World Economic Forum’s founder Klaus Schwab termed this process as the "Fourth Industrial Revolution". We are witnesses of the transcendence through new frontiers.

These new frontiers go beyond our traditional understanding of human activity. Unlike in the past, diplomacy and international affairs can no longer afford to adapt slowly to these new changes; their pace demands an almost business-like agility to stay abreast and relevant in this new age.

Diplomacy 4.0 is UNITAR’s answer to these arising challenges. The concept explores the nexus between diplomacy and areas of technology, artificial intelligence, cybersecurity, and other significant issues which pave the way for the next generation of international affairs professionals.

Building up on the concept of Diplomacy 4.0, UNITAR designed a comprehensive e-learning course which tackles the most pressing issues at the intersection of diplomacy and technology. The programme will provide its participants with the theoretical knowledge and practical skills they need to implement the best practices in this field.

The purpose of the course is to prepare participants for the continuously deepening interdependence between diplomacy and technology and equip them with the necessary skills to exercise those innovations. The programme further intends to raise awareness about Diplomacy 4.0 to stimulate the modernization of diplomatic practices.

Lastly, it aspires to build up a knowledge hub, bringing experts and policy-practitioners together to form a community which discusses the latest developments in the field and produces practical solutions. This will be facilitated through the UNITAR alumni platform, in which a separate chapter for all participants worldwide will be established.

At the end of this e-learning course, students will be able to: 

  • Distinguish key issues at the intersection between diplomacy and technology; 

  • Explain the relationship between cyberspace and geopolitics and its effects on diplomacy; 

  • Recognize the main use of artificial intelligence in various sectors and industries; 

  • Illustrate critical elements in the creation, functioning and governing of the internet. 

  • Develop skills and techniques in science diplomacy and informed decision making 

The e-Learning course on Diplomacy 4.0 will provide them with the competitive edge and all necessary knowledge to effectively navigate the cross-section of diplomacy and technology.

The course is 6 weeks long and encompasses an approximate workload of 6-8 hours per week. The course is split into the following modules:

  • Module 1.0. - The Neoteric Diplomat                
  • Module 2.0. - Digital Diplomacy                            
  • Module 3.0. - Artificial Intelligence
  • Module 4.0. - Cybersecurity    

The course will be delivered via UNITAR's e-Learning platform Moodle. This pedagogical tool will help the student meet the course’s learning objectives through a self-paced study routine supported by multimedia, optional and required readings, discussion forums, assessment quizzes, and a wealth of other information. Adapted specifically to full-time professionals, students will learn by: absorbing (reading), doing (activities), interacting (socializing), and reflecting (relating to personal experience). 

Materials will be posted online on a weekly basis, and contain the same structural elements:

  • Lesson Material (text, video, interactive exercises and documents) 
  • Assessment 
  • Discussion Board 
  • Exercise

The e-Learning modules will be complemented by one live-webinar per week with the experts and UNITAR staff as moderators. These live-webinars will be delivered through Zoom in the afternoon (Geneva time) and will be recorded.

This edition of the e-Learning course on Diplomacy 4.0 is aimed at introducing the concept to the wider public and raising awareness in the international community about the present and upcoming challenges and opportunities facing diplomats and international affairs professionals.

For this reason, the Diplomacy 4.0 e-Learning course is mostly geared towards civil servants, diplomats and foreign ministry officials. The target audience can also include other government officials and participants from the broader diplomatic community, including private sector, civil society and academia.   

In order to stay abreast of the quickly changing landscape, each edition of the course will be evaluated and adapted to the newest developments in the field. Slots will be allocated on a first-come, first-served basis. Hence, we kindly recommend participants to proceed with Credit Card payments to facilitate their enrolment process. Upon successful completion of the course requirements, participants will receive a UNITAR certificate of completion.

It will liaise with participants on a regular basis prior to the activity's implementation in order to ensure a smooth and flawless organization for everyone involved.
