The “Monitoring & Evaluation of Early Warnings for All” (EW4ALL) e-learning course is developed in alignment with the global goal set forth by the UN Secretary-General: ensuring that ‘all people on Earth must be protected by early warning systems within five years.’ This ambitious target reflects a collective commitment to safeguard communities worldwide from the increasing risks posed by climate change, natural disasters, and other complex hazards. Achieving this vision demands effective monitoring and evaluation (M&E) practices, which are crucial for guiding decision-makers, tracking progress, and demonstrating the real-world impact of early warning systems. To aim this objective, the Early Warnings for All (EW4All) initiative has established a comprehensive M&E framework that includes a set of global indicators and a structured approach to results-based management.

This framework is instrumental in capturing the effectiveness of early warning systems by aligning diverse projects and programs with four core pillars: disaster risk knowledge, detection and monitoring, dissemination and communication, and preparedness and response capabilities. This course serves as a practical guide and resource designed to empower practitioners to set up and evaluate end-to-end, people-centered, multi-hazard early warning systems (MHEWS).

This course provides an accessible yet rigorous platform for government officials, program planners, M&E specialists, and other interested learners to become adept at applying the EW4All Logic Model and M&E Framework. Through a combination of theoretical insights, practical applications, and scenario-based exercises, participants will acquire the skills needed to contribute meaningfully to early warning efforts, ensuring that their work supports a safer, more resilient world. 

The course aims to equip practitioners with the skills to apply the EW4ALL Logic Model and M&E Framework in planning, implementing, and evaluating Multi-Hazard Early Warning Systems (MHEWS).  

By the end of the course, participants will be able to:

  1. Deepen understanding of the global policy context in Monitoring and Evaluation within disaster risk reduction (DRR) and climate adaptation.
  2. Apply the Early Warnings for All (EW4All) Logic Model to align project designs with Multi-Hazard Early Warning Systems (MHEWS) indicators.
  3. Strengthen understanding of results-based management, particularly on M&E concepts and processes.
  4. Develop results-based Monitoring and Evaluation plans and interpret Monitoring and Evaluation results to improve early warning systems.
  5. Leverage the EW4All Monitoring and Evaluation annexes and resources to utilize technical tools and guidelines for real-world applications. 

The course is organized into four modules, each designed with specific lessons that deliver the main content. Supplementary resources, including annexes and references are presented in a dedicated column alongside the modules, allowing participants to access additional materials as needed.

The objective of the modular structure is to ensure that the lessons are aligned with each module’s topic and are distributed accordingly across modules. It also provides participants with flexibility to explore annexes and reference materials freely based on their learning needs, without being restricted to a prescribed path. 

The course is based on UNITAR’s adult learning pedagogical principles and will be delivered via the e-Learning platform Moodle. This pedagogical tool will help the participants meet the course’s learning objectives through self-paced study routine supported by supplementary resources, useful materials, and interactive scenario-based exercises.

Primary Learners

Government officials, program planners, and M&E specialists at national disaster risk management agencies.

Secondary Learners

Disaster Risk Reduction practitioners from international organizations, research institutions, and academia interested in M&E practices for early warning systems. 

Study Plan

The course is designed in a way to give the participants flexibility to plan their learning progress. The lessons, assessments, and resources of all modules can be accessed throughout the course. Thus, they will only need to complete all the required activities to obtain a certificate of completion.
