The overall objective of the course will be to provide diplomats and government officials with the skills and knowledge required to efficiently represent their country in multilateral events such as conferences and negotiations.

Antecedentes

The United Nations Institute for Training and Research (UNITAR) is a principle training arm of the United Nations, working in every region of the world. Currently, UNITAR provides training to approximately 36,000 participants per year in some 500 different training activities and uses both face-to-face and distance learning methodologies. Over the past decade, UNITAR has been actively engaged in enhancing the facilitation of international and regional conferences, meetings and negotiations, public sector work in the context of international affairs, and diplomatic engagement in relation to the United Nations and its System.

At the heart of UNITAR, the Multilateral Diplomacy Programme (MDP) delivers training and support workshops to address the needs of diplomats, government officials, international civil servants and private sector entities to meet complex, global challenges.

The multilateral environment of the United Nations presents challenges to diplomats who are accustomed to bilateral settings and may have not worked in environments which are as demanding on professional command of English language.

Because of this, UNITAR and the University of Oxford offer a one-week academy for diplomats to improve their skills in multilateral diplomacy and the use of English language in multilateral, diplomatic contexts. This academy will help the diplomats to adapt more quickly and perform more effectively in multilateral diplomatic settings.

Objetivos del aprendizaje

At the end of the five-day workshop, participants will be able to:

·

Define principal organs and working procedures of the United Nations;

·

Understand how to participate effectively in multilateral negotiations and decision making processes;

·

Build and increase awareness of current challenges in international and multilateral diplomacy;

·         Increase their confidence to perform effectively in multilateral conference settings in English language.

Contenido y estructura

The residential course will combine theoretical and practical approaches to multilateral diplomacy. The morning sessions will always be delivered by resource persons from UNITAR and will focus on various skills for effective conduct of multilateral diplomacy and will provide participants with both theoretical and practical approaches towards improving their performance in multilateral contexts. The afternoon sessions will be delivered by academics and resource persons of the University of Oxford, who will provide the participants with insights into their substantive fields of expertise.  The subject of the afternoon sessions will aim to brief participants and raise awareness of key challenges in contemporary multilateral diplomacy.

Metodología

UNITAR trainings are designed to be highly interactive and participatory, and will include a variety of simulation exercises and pedagogical tools to enable participants to acquire a thorough knowledge and understanding of substantive topics, as well as a practical appreciation of negotiation processes and dynamics. Simulation exercises will be designed to enhance the transfer of skills and techniques, to enable participants to work effectively and efficiently in conference contexts. The simulation exercise will encourage consensus building, and will enable participants to appreciate the means by which consensus may be built and win-win outcomes may be achieved.

Público objetivo

The training course will be designed for diplomats and government officials, who work or will work in multilateral diplomatic settings and would like to improve their performance in multilateral settings, particularly with respect to their confidence and command of diplomatic English. This includes diplomats with experience in bilateral settings who will be moving to a multilateral posting.

The Academy will be held in English to enhance the language skills of participants. No official translation is envisaged therefore participants should feel comfortable working in English, listening and actively participating in seminars and simulations.
