背景信息

As a landlocked mountainous country and as one of the least developed economies of Central Asia, Tajikistan is highly vulnerable to various impacts of climate change, especially when considering mountainous ecosystems, availability of water resources and food security. The country’s vulnerability calls for more active participation in the international climate change process and determines the necessity for decisive actions at a national level in order to adapt to and mitigate the negative impacts of climate change. Tajikistan has ratified the UNFCCC in 1998 and the Kyoto Protocol in 2008, and has recently started exploring opportunities for taking on a low emission development path. Since 2010, the country has been a leading member of the group of Mountain Landlocked Developing Countries (MLDC) at UNFCCC negotiations.

活动目标

The general objective of the “National Capacity Development and Preparatory Policy Workshop” is to advance the understanding of Tajik policy-makers (both governmental and nongovernmental) of the UNFCCC bodies and procedures and strengthen the capacity of the Tajik delegation to effectively participate at COP 19.

By the end of the workshop, participants will be able to:

a) Explain what is climate change and why we need national and international processes to cope with the challenges;
b) Explain the functioning of the UNFCCC, the Kyoto Protocol, and their key bodies, as well as the main issues under negotiation;
c) Identify the relevance of these negotiating issues for Tajikistan;
d) Understand how the international climate change negotiation process works and identify ways for Tajikistan to effectively engage;
e) Outline the main points of Tajikistan’s national position at COP 19 and identify possible negotiation partner countries.

目标受众

The primary target audience of the training is governmental officials from the main ministries and agencies related to climate change policy. However, the training anticipates also the participation of individuals drawn from the civil sectors, i.e. NGOs and the private sector.
