Background PRESERVE is a Horizon Europe–funded research and innovation project aimed at protecting European public spaces against emergent hostile drone threats through an advanced, multidimensional Counter-UAS platform and cross-border intelligence. The project delivers four integrated products: a Swarm-based C-UAS Arsenal (P1-SECURE), an Online Drone Intelligence Engine (P2-ODIN), the PRESERVE Platform (P3), and a UNITAR-certified Training Programme (P4).
Within this framework, the PRESERVE Training Programme ensures the effective operational uptake of the project’s technologies by Police Authorities. Training activities are implemented under WP6 and Task 6.4, building directly on user requirements identified in WP2 and supporting the validation of PRESERVE solutions during pilot activities.

Participants will be able to:
- Understand the scope and objectives of the PRESERVE project and its core products.
- Analyse the evolving hostile drone threat landscape, including swarm scenarios.
- Identify and use key components of the PRESERVE platform and Hybrid C-UAS Centre.
- Apply detection, tracking, identification, and risk-assessment concepts in operational contexts.
- Participate effectively in table-top and scenario-based exercises derived from the Pilot Use Cases.
- Interpret system outputs to support operational decision-making.
- Provide structured feedback to support continuous improvement of the platform and training programme.

The 40-hour training programme is structured as a progressive, practice-oriented capacity-building process delivered through multiple face-to-face iterations aligned with project milestones and pilots.
The theoretical Knowledge part is divided into three levels: (i) Foundation on Terrorism and the Evolving Threat Landscape, (ii) Counter-UAS Operations, and (ii) Operational Response. These levels are structured across six thematic modules.
The 20-hour practical knowledge component is organised in direct alignment with the four PRESERVE products (P1-SECURE, P2-ODIN, P3-PRESERVE Platform, and P4-Training Programme), enabling participants to apply concepts through hands-on use of tools, workflows, and operational procedures.
All the sessions will include short theoretical briefings, hands-on exercises, platform use, and scenario-based simulations linked to the two Pilot Use Cases.

The training follows a competency-based, learner-centred methodology aligned with UNITAR quality standards, applying the ADDIE model and Bloom’s revised taxonomy.

Police Authorities and affiliated security practitioners involved in the protection of public spaces, including operational commanders, C-UAS operators, analysts, and decision-makers.
The training programme also foresees the possibility of expansion to the European Union Agency for Law Enforcement Training (CEPOL), as well as the inclusion of other security-sector and critical-infrastructure staff (e.g., railway stations and transport hubs), as these actors are part of the project’s stakeholder and cluster groups.
