Security sector reform (SSR) is a country-owned process aimed at ensuring that security and justice actors are accountable to the state and the population; that they deliver effective, efficient and accessible security and justice services that meet the needs of the people; that they operate within a framework of good governance, the rule of law and respect for human rights; and that they are legitimate. SSR addresses issues such as the mismanagement of security and justice services; the inability of security and justice institutions to deliver their services equally to meet the needs of all groups in society; and the lack or absence of accountability and independent and well-functioning oversight mechanisms.

The main goal of this module is to offer na overview of the concept of Security Sector Reform (SSR), highlight the key SSR actors and their roles and outline the implementation of SSR programmes.

At the end of the course, participants will be able to:

  • Define the notion of of security, security sector and security sector reform.
  • Describe the approach, objectives and dimensions of SSR.
  • Describe post-conflict context and the main SSR challenges.
  • Discuss gender perspectives in a SSR context.
  • Identify key actors involved - at different levels - in SSR processes.
  • Discuss coordination mechanisms for support to SSR processes.
  • Define the programme cycle.
  • Identify entry points and discuss how to plan for entry point in a SSR process.
  • List specific tools and approaches that are often used in international support to SSR processes.

The course is composed of 4 sections:

  • Section 1: Introduction to the Concept of Security Sector Reform.
  • Section 2: Understanding the SSR Context.
  • Section 3: Key Actors and Coordination of SSR Processes.
  • Section 4: International Support to an SSR Process.

方法

UNITAR PTP adopts a learning approach that emphasises experiential and collaborative learning. This approach focuses on the learning needs, interests and styles of participants to ensure relevance and retention of content. It places particular emphasis on the active participation of learners through practice-oriented learning environments.

The UNITAR PTP approach allows participants to share their knowledge and experiences and contribute to a dynamic learning process. During this process, participants not only acquire information but also contribute to building their knowledge in a coherent and directly applicable way to the reality of peace operations. Trainers lead participants through this process, delivering and transmitting information, clarifying doubts and supporting participants through different activities.

The UNITAR PTP training approach places particular emphasis on monitoring and evaluation. This process allows for the continuous development of a course structure and activities that best suit the participants’ areas of interest. This also allows for a review process that systematically improves training design and delivery for future versions of the course.

At the successful completion of the course participants will be awarded with a badge. 

目标受众

The course is intended for national and regional personnel, military and police of all ranks and functions, who are serving or interested in serving in peace operations. The course is also intended for a wide audience of civilians, international and regional organizations, governmental and non-governmental, universities and research centers, who are working or interested in working in peace operations.

Participants are not expected to have previous experience or knowledge in the field of protection of civilians. However, as this is an advanced course, participants should:

- Have a clear understanding of the structure and functioning of a peace operation;
- Have a university degree in a relevant field as well as a proven interest in security sector reform (BA or equivalent) or equivalent professional experience in a relevant field (2 to 4 years);
- Have a good knowledge of English (reading and writing);
- Be computer literate.
