Background

The workshop comes in the context of a larger workshop programme which aims to ensure that LoCAL stakeholders in Member Countries have solid understanding of the negotiating environment for adaptation provided under the UN Framework Convention on Climate Change (UNFCCC). The workshop programme will cover three-layers: (i) principles of climate change negotiations and diplomacy (self-paced e-course); (ii) Article 6, paragraph 8, of the Paris Agreement, and adaptation and LoCAL as a non-market mechanism (F2F workshop); and (iii) consideration for preparation of submissions to the  Subsidiary Body for Scientific and Technological Advice (SBSTA) and/or Subsidiary Body for Implementation (SBI), and the UNFCCC constituted bodies as appropriate consideration for developing textual proposal and languages to COP/CMA, in coaching format, focused on the development of deliverables.

The workshop package will be designed and delivered at three cognitive levels, from basic, to intermediate and advanced, according to desired learning outcome and audience. This workshop, representing layer II of the workshop programme, will look at Article 6 of the Paris Agreement and its three different market mechanisms, focusing on non-market approaches as stated in Article 6.8 which aim to promote climate change adaptation, enhancement of public and private sector participation, and enable institutional arrangements for the implementation of the NDCs and NAP process. The desired outcome for this group is gaining the ability to identify the relevant entry points and effectively influence the relevant negotiating tracks as they relate to Article 6 of the Paris Agreement and how LoCAL can contribute.

Methodology

The workshop is structured around four topics:

  1. Market mechanisms under the UNFCCC – the evolution (i.e. from Kyoto to Paris Agreement)?
  2. Article 6 of the Paris Agreement with focus on paragraph 8
  3. Outcomes of COP 26- Glasgow Climate Pact and  Article 6 of the Paris Agreement, including 9/CMA.3., The New Collective Quantified Goal on Climate Finance
  4. Negotiating climate change adaptation – skills and techniques

In the first topic, participants will look at the evolution of the different market mechanisms under the UNFCCC. A timeline will be presented to highlight the major events and decisions under the UNFCCC processes, from 1992 to date.  It will present the market mechanisms under the Convention starting from Kyoto Protocol to the Paris Agreement. Topic 2 will dive deeper into Article 6 of the Paris Agreement. It will focus on non-market mechanisms as presented under paragraph 8 while differentiating between mechanisms as presented in paragraphs 2 and 4. Topic 3 will focus on the outcomes of COP 26 – Glasgow Climate Pact and on Article 6 of Paris Agreement including decision 9/CMA.3 on the New Collective Quantified Goal on Climate Finance.  Topic 4 aims at discussing and sharing experiences on the skills and techniques necessary for climate negotiators to be able to successfully negotiate climate change adaptation.  This topic will allow for participants to share the various skills and techniques they have utilized over the years and learning from experience which techniques they found useful during their years of attending various UNFCCC process negotiations.  Throughout the workshop, participants will engage in a variety of interactive group activities and peer-learning exercises. 

Targeted Audience

This workshop is designed for UNFCCC focal points,  national negotiators and members of the constituted UNFCCC bodies,- introduce LoCAL as possible NMA and decision on Article 6 of COP26 and skills/consideration for preparation of textual proposal.
