Background

The Briefing will cover the structure and functioning of the Human Rights Council, other international mechanisms and procedures for the protection and promotion of human rights, the work of the General Assembly, the Security Council and activities of other UN organs in relation to human rights, the mandate and functioning of the Office of the High Commissioner for Human Rights, the United Nations human rights normative framework and key human rights policies underlying the work of the United Nations.

Learning Objectives

At the end of this training, participants should be able to:

• Historical overview of the international human rights normative framework;

• OHCHR’s mandate, working methods, thematic and country-related work;

• Human Rights Council: structure, functioning and programme of work;

• Human Rights Council mechanisms: the Universal Periodic Review and special procedures;

• Human rights treaty bodies;

• Mainstreaming human rights in development, humanitarian action and peace operations.

Methodology

In order to make this training workshop as interactive as possible, simulations and role-play exercises are used and discussed. Participants are asked to describe good practices. They are also provided with techniques for their daily work in Geneva in and around the field of human rights, for their preparations, actions, and reviews.

Targeted Audience

This workshop is open to members of Permanent Missions and delegates of Ministries of Foreign Affairs and other government officials, representatives of international, intergovernmental, and non-governmental organisations. Senior managers from the private sector are equally invited to benefit from this unique workshop.
