Background
This e-learning course has been developed based on the Guidelines on the implementation of the Fundamental Principles of Official Statistics (FPOS) for Policymakers. This e-learning course is designed to provide an overview of the objectives, content, and applicability of the FPOS for policymakers. It further explores how policymakers can support and uphold the FPOS, ensuring the National Statistical System (NSS) remains robust, impartial, and aligned with global standards. It also discusses how policymakers promote statistical independence, professionalism, data confidentiality, and adequate resources while encouraging international cooperation.
Learning Objectives
It is expected that, by the end of the course, participants will be better positioned to:
- Define the purpose and importance of adherence to the FPOS for official statistics and NSS;
- Recognize the value of FPOS and their relevance for policymakers;
- Explain the key role and responsibilities of policymakers in supporting the implementation of the FPOS;
- Identify effective actions policymakers can take to reinforce the credibility of official statistics by strengthening the independence, quality, and governance of NSS.
Content and Structure
The course consists of 3 lessons:
- Importance of adherence to FPOS for official statistics
This lesson introduces the Fundamental Principles of Official Statistics (FPOS), highlighting their role in ensuring trustworthy, high-quality data for evidence-based policymaking. It explains how the FPOS guide the production of official statistics and support the integrity, independence, and relevance of national statistical systems.
- FPOS and their relevance for policymakers
This lesson explores each of the ten Fundamental Principles of Official Statistics (FPOS) in detail, focusing on their practical relevance for policymakers. It highlights how adherence to the FPOS enhances the credibility, independence, and usefulness of official statistics - empowering policymakers to make informed and evidence-based decisions.
- Supporting FPOS implementation by policymakers
This lesson focuses on the practical steps policymakers can take to support the implementation of the FPOS. It highlights the importance of ensuring legal frameworks, resources, and institutional safeguards that protect the professional independence and integrity of national statistical systems. The lesson also addresses how policymakers can create enabling environments that allow statistical systems to remain resilient, adaptable, and responsive to evolving data needs.
Methodology
This e-learning course is developed in English and consists of three lessons. Each lesson is developed around the overall learning objectives and includes an interactive presentation complemented by a set of practice quizzes (“knowledge checks”/formative assessment). The course is followed by an objective graded quiz (summative assessment) to be taken after completing the course to assess the knowledge and skills acquired. The estimated net sitting study time is around 2 hours depending on individual’s pace.

The target audience of the e-learning course is policymakers, legislators, other stakeholders responsible for the governance and oversight of National Statistical Systems (NSS).
