Background
The Science, Technology, and Sustainable Development Training Programme for Senior Officials is an
advanced cadre development initiative, supported by the State Administration of Foreign Experts Affairs and
co-organized by CIFAL Shanghai and the United Nations Institute for Training and Research (UNITAR). This
program aims to build a cadre of leaders with global perspectives, renowned expertise, access to international
resources, and strategic vision to enhance the capability to further support Shanghai as a globally influential
Science and Technology Innovation Center.
During the study visit, participants from Shanghai will gain valuable insights and experience through the ongoing
capacity-building activities. This will play a critical role in enhancing Shanghai’s sustainable development as
a center for scientific and technological innovation while helping to cultivate a globally oriented innovation
talent pool. The program not only strengthens international exchange and collaboration but also enhances
Shanghai’s global competitiveness, contributing positively to the city’s long-term sustainable development
Learning Objectives
Equip participants with an in-depth understanding of global trends in science and technology innovation, including emerging technologies and multilateral practices, to help shape policies that foster technological advancement and competitiveness in the Municipality of Shanghai Enable participants to analyze effective science and technology innovation policies, emphasizing the creation of a supportive ecosystem that encourages research, development, and commercialization of new technologies. Strengthen participants’ capacity to build and manage international partnerships and collaborations in science and technology, leveraging global resources and expertise to enhance China’s innovation landscape and drive sustainable development. Develop participants’ skills to integrate their capacity to innovate into broader economic and social development strategies, fostering an innovation-driven economy that supports sustainable growth and addresses national and global challenges.
Methodology
UNITAR training programmes are designed to be highly interactive and participatory and will include – whenever possible – a variety of simulation exercises, case studies, and pedagogical tools to enable participants to acquire a thorough knowledge and understanding of substantive topics. Illustrations and case studies will be shared with participants so that they can strengthen their understanding of the topics
