Background

This briefing inaugurates the 2025 series and represents the first joint initiative between UNITAR and the International Telecommunication Union (ITU), convened under the auspices of the AI Skills Coalition.

Artificial Intelligence (AI), increasingly driven by open-source innovations, stands as a transformative force in today’s dynamic technological landscape, profoundly influencing personal, professional, and societal domains. For individuals, private sector actors, and governments, a deep understanding of AI—particularly the opportunities and challenges presented by open-source AI models—is no longer a luxury but a critical imperative. This knowledge empowers stakeholders to engage with AI and its associated technologies in an informed and strategic manner, capitalizing on its potential while addressing its limitations with foresight. For international civil servants and diplomats, such insight is indispensable. It forms the foundation for crafting robust international and national frameworks, policies, and regulations that ensure AI, including its open-source dimensions, is harnessed ethically and responsibly, in alignment with shared global principles and aspirations.
