Background
Disaster risk reduction is a systematic approach to dealing with hazards through their identification, analysis and subsequent management. In the aftermath of the third world conference on disaster risk reduction in Sendai, Japan, in March 2015, the issue of disaster risk reduction has been placed at the heart of sustainable development worldwide through the United Nations General Assembly’s adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030.
The Sendai Framework is both all-encompassing and generically aspirational, leading to considerable variation in both its interpretation and application. This course examines the Sendai Framework from the perspective of governments in all their various forms, differentiating between national/federal, state/province/territory, and local/city levels. The course also introduces a systematic approach to disaster risk reduction.

On completion of this course students will be able to able to identify risk and hazards, vulnerability and the consequent level of risk faced by your organisation or community, as well as the societal systems, policies and procedures used to govern a given geographical location in relation to potential hazards and risk reduction

On successful completion of this course, students will be able to:
- Identify the societal systems, policies and procedures used to govern a given geographical location in relation to potential hazards and risk reduction.
- Systematically analyse a given geographic location for potential hazards.
- Identify the potential risks arising from identified hazards.
- Develop an effective disaster risk reduction plan for the location.
Content and Structure
This course enables students to develop an understanding of the implications of the Sendai Framework upon societal functions as enacted by different levels of government, paying particular heed to hazard identification and the subsequent management of risk. It facilitates students’ exposure to relevant policies and procedures, complexities of implementation, and their adaptation to the requirements of the Sendai Framework.
The course also introduces students to a range of widely used disaster risk reduction assessment tools including: the United Nations International Strategy for Disaster Reduction (UNISDR) Local Government Self-Assessment Tool (LG-SAT); the United Nations Human Settlement Program (UN-Habitat) City Resilience Profiling Program; the United Nations Development Program (UNDP); and UNITAR’s Operational Satellite Applications Programme (UNOSAT)
Methodology
This course is a minimum of 2 contact hours per week for 12 weeks and assessment items specific to the content. Assessable items include report writing, projects, reflective journals and teamwork.
