Arrière plan

Vienna is a prominent location in the heart of Europe, which accommodates representations of a large number of international organizations. As the seat of more than 40 international organizations, about 130 diplomatic representations – both bilateral and multilateral – with around 3,800 diplomats and more than 6,000 international officials, Vienna is a hub of international diplomacy. Above all, the city is known all over the world as one of just four major office sites of the United Nations.

In this context, UNITAR, in partnership with the Austrian Federal Ministry for European and International Affairs, is offering a two-day briefing for diplomats based in Vienna. This programme is specifically designed to equip newly appointed diplomats with a deeper understanding of Vienna's multilateral working environment and to provide insights into the United Nations system, its mechanisms, and procedural frameworks.

Objectifs d'apprentissage

By the end of the briefing, participants should be able to:

  • Understand the structure and role of the United Nations system in Vienna;
  • Define the principles, mandates, and operational frameworks of international organizations in Vienna;
  • Apply knowledge of diplomatic protocol and engagement strategies when interacting with representatives from key international organizations in Vienna;
  • Establish and expand a professional network of contacts within Vienna’s multilateral working environment.

Contenu et structure

The briefing aims to enhance participants' knowledge of Vienna’s multilateral working environment by offering an in-depth understanding of the mandates and missions of key international organizations in the city. Participants will be able to better engage with these organizations, while also fostering connections and engaging with both experts and fellow diplomats.

The programme features briefings delivered by senior experts from various international organizations located in Vienna, and will include dedicated Q&A sessions. Potential organizations may include: the United Nations Information Service in Vienna (UNIS), the International Atomic Energy Agency (IAEA), the United Nations Industrial Development Organization (UNIDO), the United Nations Office on Drug and Crime (UNODC), the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), the United Nations Office for Outer Space Affairs (UNOOSA), the International Narcotics Control Board (INCB), and the Organization for Security and Cooperation in Europe (OSCE)  among others. The final agenda and list of entities will be confirmed closer to the date of the briefing.

Méthodologie

This training will follow a highly interactive format, combining briefings from representatives of key international institutions in Vienna with opportunities for participants to engage directly with them. The approach is designed to provide a practical, targeted overview of the role and functioning of Vienna’s international organizations, enabling participants to enhance their diplomatic engagements with organizations headquartered in Vienna, and in multilateral settings generally. The programme includes time for Q&A sessions.

Audience visée

This training is designed for up to 20 Vienna-based diplomats. UNITAR and the Austrian Federal Ministry for European and International Affairs reserve the right to select among candidates, with priority given to those newly appointed to Vienna. Each Permanent Mission is encouraged to nominate one diplomat. Should a mission wish to nominate additional attendees, they may be placed on a waiting list for consideration.

Thanks to the financial support of the Austrian Federal Ministry for European and International Affairs, this activity is offered free of charge to the selected candidates.

Informations supplémentaires

The training will be delivered in English at the Vienna International Centre (VIC), in Vienna, Austria, on 28 and 29 November 2024.
