Antecedentes
This course has been developed under the International Civil Aviation Organization (ICAO) European Union Assistance Project: Capacity Building for CO2 Mitigation from International Aviation. This project, funded by the European Union and implemented by ICAO, has the overarching objective of contributing to international, regional and national efforts to address growing CO2 emissions from international aviation.
The course has been designed with the purpose of training the National Action Plan Team members from the States, who can effectively apply relevant ICAO guidance for the development, update and implementation of States’ Action Plans, with other key decision makers fully aware of the importance of the Action Plans.

This course aims to ensure that the civil aviation technical staff of national Action Plan Teams can effectively apply relevant ICAO guidance for the development of country action plans, and that other key decision makers are fully aware of the importance of the action plans.

After completing the course, participants will be able to:
- Understand the importance/ the benefits of developing a State Action Plan.
- List the steps suggested in the process to prepare a State Action Plan.
- Explain how to establish a baseline for a State Action Plan.
- Identify relevant stakeholders to include in a State Action Plan development process.
- Quantify the CO2 emissions reduction benefits of the identified mitigation measures selected and the expected results.
- Prioritize the measures from the basket of measures to reduce the CO2 emissions from international civil aviation.
- Select country relevant measures that could be implemented and integrated in a State Action Plan.
- Identify possible risks involved in the implementation of the measures selected.
- Use the State Action Plan template.
- Develop an Action Plan.
Contenido y estructura
The e-course is structured around five modules. First module is an introductory module and it represents an overview of the concepts discussed in detail in the other four modules.
The five modules are:
- States’ Action Plans on CO2 Emissions Reduction from International Aviation
- States’ Action Plans: Baseline Calculation
- States’ Action Plans: Mitigation Measures
- States’ Action Plans: Selection, Prioritization and Implementation of Mitigation Measures
- States’ Action Plans: Tools and Expected Results
Metodología
The e-course is certified, self-paced and it is not moderated. It is divided into five modules provided to help reach the overall learning objectives. To receive the certificate of completion the 10 questions quiz at the end of the e-course must be successfully passed.
Each module contains an interactive lesson and an e-book that must be consulted while taking the interactive lesson. They are interconnected.
The interactive lessons are provided with the purpose of achieving the 2 to 4 specific learning objectives of each module, and contain 16-48 slides of content supported by case studies, videos, external links and exercises. The modules are self-standing but during this course it will be covered according to the outline. There will be time for users to finalize any incomplete modules prior to the end of the course. The lessons take around 2-3 hours to complete. These guide the user throughout the various themes and key messages of the module, and are linked to specific e-books. The modules also contain a wealth of links to other resources on aviation and are thus a gateway to more in depth and specific information.
The quiz assesses the achievement of the learning objectives for the entire course. The quiz can be attempted a maximum of three times. Once the quiz is passed with at least 70%, the learner can download the certificate of completion from the course home page.
Participants will be requested to provide feedback on the course by filling a feedback form which can be accessed in the ‘Certificate and Course Evaluation’ section on the course home page.
Público objetivo
While the first module of the e-course, States’ Action Plans on CO2 Emissions Reduction from International Aviation, is addressed to the general public, aviation stakeholders and decision makers, the full course is designed for civil aviation technical staff involved in the development, update and implementation of the States’ Action Plans.
